On April 11, 2025, the National Science Library, Chinese Academy of Sciences held an expert consultation meeting for the "2024 Global Open Access Journals and Article Processing Charges Monitoring Report" (referred to as the "2024 Global OA Journals and APC Monitoring Report"). The consultation invited experts from organizations such as the National Natural Science Foundation of China, China Institute of Science and Technology Information, Science Press, university libraries, book import and export companies, the China Association for Science and Technology, and the Chinese Academy of Sciences. The Open Science Research Center of the Literature and Information Center introduced the content of the 2024 report and received feedback from the experts. The meeting was chaired by Liu Xiwen, Director of the National Science Library, Chinese Academy of Sciences.
The "2024 Global OA Journals and APC Monitoring Report" is the sixth edition in the series for that year. The report continues to address issues related to OA publishing standards, the transformation of scientific journals, open access conversion plans, research funding management, and the open access pathway. It analyzes the current status of global OA journal publishing, global OA article publishing, global APC revenue, the state of OA journal publishing in China, and the current situation of OA publishing and APC spending by Chinese authors. The 2024 report monitors global OA market trends from the perspectives of OA publishing scale, publishing characteristics, APC pricing strategies, APC flows, and OA publication funding bodies. It also compares data from previous years to form a comprehensive monitoring result.
Experts acknowledged the importance and necessity of the OA journals and APC report, especially in light of the national "Open Science International Cooperation Initiative." They believed that this report, as part of the series, provides important data and reference suggestions for understanding the global development trend of OA journals, OA publishing and APC expenditure, establishing OA publishing models for Chinese journals, strengthening OA publication and APC management, and studying open access models in China. Experts also suggested that the new trend data revealed in the 2024 report and the ability to perform OA publishing and APC statistical analysis for specific institutions are worth further exploration.
