Advancing Open Knowledge Sharing and Interoperability | OS10 Hosts Open Science Thematic Meeting at IFLA WLIC 2026

On 10 August, during the IFLA World Library and Information Congress 90th IFLA General Conference (IFLA WLIC 2026), the Open Science Research Center of the National Science Library, Chinese Academy of Sciences (NSL, CAS), on behalf of the Open for Science 10 (OS10) programme, jointly organized with IFLA a thematic meeting on the Application Specifications for Open Knowledge and Data Sharing. Held at the BEXCO Convention Center in Busan, Republic of Korea, the meeting was chaired by Fiona Bradley, Chair of the IFLA Advisory Committee on Open Science and Scholarship. Experts from relevant IFLA professional bodies and from China, Canada, Italy, Australia, South Africa, Indonesia, Mexico, and other countries and regions took part in the discussion.

The meeting was part of a series of activities undertaken by NSL, CAS in connection with the International Decade of Sciences for Sustainable Development (2024–2033) and the Open for Science 10 (OS10) programme. It focused on interoperability across open science infrastructures and explored how shared technical specifications and metadata frameworks could facilitate the connection, exchange, and reuse of open knowledge resources across platforms, institutions, and countries.

Pat Riva, an IFLA expert on standards and metadata, introduced IFLA’s mechanisms for standards development and management, outlining the process from proposal and drafting to broad consultation, approval, publication, and subsequent revision. She also highlighted the importance of engagement with external professional communities and coordination with other international standards bodies. Jinxia Huang, Executive Director of the Open Science Research Center at NSL, CAS, and Fang Wang then presented the overall approach and recent progress of the OS10 programme and the Application Specifications for Open Knowledge and Data Sharing.

During the discussion, Marian Morgan-Bindon, Chair of the IFLA Advisory Committee on Standards, Tiziana Possemato, Member of the IFLA Bibliography Section, Madiareni Sulaiman, Member of the IFLA Advisory Committee on Open Science and Scholarship, and other participants exchanged views on standards governance, open bibliographic metadata, persistent identifiers, non-traditional research outputs, data security, and regional open science practices. Participants emphasized the importance of building on existing standards and practices, and of developing broader consensus through international consultation, cross-institutional testing, and implementation in real-world settings.

As a next step, OS10 will further strengthen collaboration with IFLA and other international open science infrastructures and professional organizations. Through continued testing, case-based validation, and international dialogue, the framework will be further refined, with the aim of exploring pathways toward broader international adoption and standardization based on sufficient international consensus, and of developing the specifications into a collaborative open science framework shaped and improved through international participation.
