National Science Library, Chinese Academy of Sciences and DOAJ Sign Memorandum of Intent to Jointly Develop the OS10 Programme

In June 2026, the National Science Library, Chinese Academy of Sciences (NSLC) and the Directory of Open Access Journals (DOAJ) officially signed a Memorandum of Intent to jointly develop the Open for Science 10 (OS10) Programme. The signing marks the beginning of a collaborative effort between the two parties to contribute to the development of a more open, inclusive, and sustainable global ecosystem for open science.

The “Towards Open Science Infrastructure Sharing Network: China’s Knowledge and Data Sharing Platform — Open for Science 10 (OS10)” (referred to as the OS10 Programme) was proposed by Academician Wei Yang, a Chinese scientist, and was officially endorsed by UNESCO in February 2025. The Programme aims to establish an open science infrastructure aligned with the guiding principles of the UNESCO Recommendation on Open Science and the strategic framework of the “International Decade of Sciences for Sustainable Development” (“Science Decade”). The National Science Library, Chinese Academy of Sciences, and Zhejiang University serve as liaison and supporting institutions for the Programme. The CAST UN Consultative Committee on Open Science and Global Partnership (CCOS) serves as the leading organization of the Programme.

According to the Memorandum of Intent, the two parties will undertake joint efforts in areas including open knowledge and data directories, the development of the technical architecture and service toolkit for China’s open science platform, open science monitoring, as well as open science outreach, training, and international exchange activities.

The Directory of Open Access Journals (DOAJ) is one of the world’s most influential directories of open access journals, dedicated to providing discovery and access services for high-quality, peer-reviewed open access journals. DOAJ brings together more than one hundred carefully selected volunteers from the library community and other academic fields to support the review of open access journals. It currently indexes more than 22,000 peer-reviewed open access journals from over 140 countries, covering all areas of research, including science, technology, medicine, social sciences, arts, and humanities. DOAJ receives financial support from libraries, publishers, and other like-minded organizations worldwide.
