SciELO and National Science Library, Chinese Academy of Sciences Collaborate to Advance Open Science Cooperation in the Global South

From 9 to 11 June, the SciELO Programme and the National Science Library, Chinese Academy of Sciences (NSL/CAS) jointly organized the “SciELO–NSL/CAS Joint Technical Workshop on Open Science Research Communication Infrastructure” at the SciELO Brazil headquarters in São Paulo, Brazil. More than 50 representatives from SciELO network members across over 10 countries participated in the workshop.

This was the first exchange between the SciELO Network and a Chinese platform, demonstrating a shared willingness to strengthen cooperation among countries of the Global South in the field of open science. The workshop focused on technological capabilities for developing products and services related to research communication. Through more than ten thematic presentations delivered by both sides, participants exchanged perspectives on their respective capabilities, services, and tools in areas including scholarly publishing, dissemination, and platform development. Discussions also explored how open science can be leveraged as a pathway to maximize the visibility and impact of research, while taking into consideration the national contexts and development priorities of different countries.

The workshop resulted in the joint outcome of the “Statement on Open Science Research Communication Infrastructure between the National Science Library, Chinese Academy of Sciences and SciELO.” Under the statement, both parties will support the operation and development of the SciELO Network and jointly promote the development of AI-supported open products and services to enhance the global flow and accessibility of open science research outputs.

Following the workshop, the two parties will further develop cooperation agreements in areas including the development of SciELO-China, collaboration between PubScholar and the SciELO Network to promote the integrated dissemination of Chinese scientific journals and SciELO network journals, cooperation between GoOA and SciELO on the evaluation of global open access journal whitelist mechanisms, and the application of AI-powered tools and capabilities.

Established in 1997, SciELO (Scientific Electronic Library Online) is an internationally recognized open access publishing platform that promotes independent capabilities in scholarly publishing, editorial management, and research evaluation. It currently indexes academic journals from 18 countries across regions including Latin America and Africa.
