China is fully implementing the innovation-driven development strategy, and open access to knowledge has become an important means for innovation-driven development in various countries. Scientific journals are important tools for knowledge creation, dissemination and utilization, and open access to scientific journals has become a world trend. Through open access, journals can be obtained in a timely manner by the public participating in innovative development, and can be flexibly reused to generate new knowledge and support new services under the conditions of open publishing, so that knowledge, a social tool, can be quickly, flexibly and conveniently translated into social innovation capabilities and social and economic development effectiveness.
