Shiyun Zhang, Ph.D./Researcher, Deputy Director and Academic Leader of Beike Think Tank, Director of Beijing Institute of Scientific and Technical Information, Director of Beijing Key Laboratory of Science and Technology Policy Simulation and Decision Support; He was selected as a candidate of the "New Century Millions of Talents Project" in Beijing, a professional manager and senior science and technology consultant in China, and concurrently served as the executive director of the Chinese Society of Science and Technology Policy, the vice chairman (secretary general) of the Beijing Science and Technology Policy and Management Research Association, and the executive director of the Beijing Statistical Society. In the past five years, he has undertaken 9 national projects, 46 provincial and ministerial projects, published 11 treatises and 16 papers. He presided over the completion of the research task of "Strategic Measures for Beijing to Build a National Science and Technology Innovation Center", and participated in the preparation of the "11th Five-Year Plan" and "12th Five-Year Plan" for the development and construction of science and technology in Beijing, the construction plan of the national science and technology center in Beijing during the "13th Five-Year Plan" period, and the medium and long-term development plan of the Beijing Natural Science Foundation.
