Researcher of Science and Technology Assessment Center of the Ministry of Science and Technology. He has been engaged in science and technology assessment and science and technology policy research for a long time. He has created a performance evaluation methodology system for national science and technology projects, and participated in the compilation of important documents such as the Notice of the State Council on Several Measures to Optimize Scientific Research Management and Improve Scientific Research Performance (Guo Fa [2018] No. 25) as the main author, and promoted the construction of the scientific and technological evaluation management system and mechanism. In recent years, she has been mainly engaged in the evaluation and research of international scientific and technological cooperation, including the monitoring and evaluation of international scientific and technological cooperation planning, the evaluation of scientific and technological cooperation along the "Belt and Road", the evaluation of cooperation plans and cooperation bases, and the evaluation and research of cooperation between China and Europe and other countries. He took the lead in completing the strategic research on international science and technology cooperation during the 13th and 14th Five-Year Plan periods, and drafted two five-year special plans for international science and technology cooperation. It has promoted the establishment of a methodology for monitoring and evaluating the performance of international scientific and technological cooperation, and created and operated the first "online monitoring information system for international scientific and technological cooperation" at the national level. He has published more than 20 core journal articles, participated in the writing of 5 books such as "Science and Technology Evaluation Methods and Practices" and "Operational Guidelines for Performance Evaluation of Loan Projects of International Financial Organizations", and took the lead in translating two books such as "Purple Book - Evaluation Guidance Manual".
